Commission of Integrity recovers a former official in the MoH from Belarusia implicated in wasting (6.5) billion dinars


Baghdad, The Federal Integrity Commission announced today, Tuesday, that it was able to recover a former official in the Ministry of Health from the Republic of Belarus, indicating that the fugitive accused had caused damage to public funds estimated at 6.5 billion dinars.

The Government Information and Communications Office said in a statement, ‘The Commission’s Recovery Department, in cooperation with the Intelligence Service, the Ministry of Foreign Affairs, and the Arab and International Police Directorate in the Ministry of Interior, led to the recovery of the fugitive accused (Jinan Jawad Abdul Qaisi) from the authorities in the Republic of Belarus,’ indicating that ‘the accused previously worked as director of the financial department in the administrative, financial and legal department of the Ministry of Health, and is accused of intentionally damaging public funds.

It explained that “the accused is involved, in collaboration and agreement with other convicts, in intentionally causing damage to the
funds of the entity in which they work by adopting false lists to protect fictitious persons in the Ministry of Health, and disbursing their salaries without taking into account the instructions and controls for disbursement, warning that this led to the occurrence of “theft and embezzlement of public funds, estimated at 6.5 billion dinars.

It pointed out that ‘the procedures of the Recovery Department – which resulted in the recovery of the accused – consisted of organizing a recovery file against her and sending it to the Directorate of Public Prosecution – the Recovery Division,’ indicating that ‘after follow-up, cooperation and coordination with the relevant authorities, including the Arab and International Police Directorate in the Ministry of Interior, an international red notice and search warrant were issued against the accused.

It pointed out that she was arrested in the Republic of Belarus and extradited through diplomatic channels to the Republic of Iraq.

It is noteworthy that the Rusafa Crimina
l Court, which is competent to consider integrity cases, after reviewing the evidence, found it sufficient and convincing to convict the accused, so it issued a ruling in absentia ruling her imprisonment for a period of seven year based on the provisions of Article (340) of the Penal Code.
