ABU DHABI: The Abu Dhabi Film Commission (ADFC) has unveiled significant enhancements to its renowned film and TV production rebate program, increasing the baseline rebate from 30 to 35 percent and introducing a system that could allow for a total cashback rebate of up to 50 percent. These changes aim to attract international, regional, and local productions and foster strategic investment in Abu Dhabi’s film and TV industry.
According to Emirates News Agency, the revamped guidelines will come into effect on January 1, 2025, and feature a sliding-scale points system. Productions can earn additional rebates by meeting specific criteria, such as employing Emirati actors and production talent or showcasing Emirati culture and heritage in their content. This initiative is part of a broader strategy to preserve Emirati culture and expand opportunities within the creative sector.
Mohamed Dobay, Acting Director-General of Abu Dhabi’s Creative Media Authority, highlighted the substantial economic impact of the rebate program. Verified research indicates that every dirham spent on rebates results in over three dirhams returning to the local economy, driven by the influx of large-scale productions.
The enhanced program introduces a points-based system, allowing productions to earn a 2.5 percent rebate uplift for scoring between 10 to 14 points, with the potential to reach a 15 percent uplift for 85 points or more. Productions can accumulate points by incorporating elements of UAE history and culture, conducting full post-production in Abu Dhabi, or employing local talent.
The rebate will also expand to include additional formats such as reality TV, game shows, short films, and animations, supplementing existing categories like feature films and TV series. Additionally, financial caps for qualifying productions will increase, with feature films seeing a rise in Abu Dhabi Qualifying Production Expenditure from $5 million to $10 million.
The rebate process has been streamlined, with the interim certificate validity extended from 60 to 90 days, allowing more time for production teams to commence filming. Furthermore, rebate funds will now be disbursed within 30 business days of final certification, significantly faster than the previous 60-day timeframe.
Sameer Al Jaberi, Head of ADFC, noted the positive response to the initial rebate increase and anticipated further interest following these detailed enhancements. Visiting productions are expected to bolster the local economy and provide valuable opportunities for both emerging and established talent.
Bilal Dayani, Chief Operating Officer at Eagle Films Media Production, praised the updated program, citing previous benefits from Abu Dhabi’s rebate system and expressing optimism about increased production activity due to the simplified processes.
The enhancements to the rebate program are set to benefit over 800 local media companies, a substantial freelancer pool, and young individuals seeking training opportunities, thereby fueling Abu Dhabi’s thriving media ecosystem.
